OFFINSO N: Assembly holds 2nd Ordinary Assembly Meeting

The Offinso North District Assembly has held its Second Ordinary Assembly Meeting with a call on the Assembly members, Opinion leaders, Traditional authority and all stakeholders to support the assembly in its collection of revenue in the district to beef up Internally Generated Funds (IGF).

In order to meet the requirement by law that MMDAs should at least hold 3 general meetings in a year to assess projects and approve budget, the Offinso North District Assembly in its Second Ordinary focused on considering and approving its composite budget. It also went through its 4 year (2018-2021) programmer’s activity to make necessary imputes and review for approval.

Delivering his welcome address, the Presiding Member of the Assembly, Mr. John Kwame Ameyaw commended the Assembly members for their tireless effort in helping the work of the Assembly.

He, therefore, urged the Assembly Members to contribute to the deliberations of the day as they consider the report of the various sub-committees to help develop the District.

Delivering his Sessional address, the District Chief Executive for the area, Hon. David kwasi Asare announced that as at the end of August this year, the district mobilized GHs 353,729.50 presenting 80% out of the GHs 436,125.00 estimated Internally Generated Fund (IGF) budgeted for the third quarter of the year.

He lauded efforts by the District coordinating Director Madam Victoria Achiaa Adomako and the revenue collectors to improve the Assembly’s IGF, adding that more could be done to meet or exceed the annual target indicating that there was the need for the Assembly to develop new methods and mechanisms to mobilize enough IGF to finance both new and ongoing projects in the district.

The DCE stressed on the fact that, the District Assemblies Common Fund (DACF) was woefully inadequate to cater for the numerous infrastructural needs of the people. Saying that out of GHs 3,240,348.00 budgeted for the year; the assembly has only received GHs321, 537.88.

He called on the Assembly Members to help intensify public education on environmental protection. According to him, the District had been facing alarming rates of bush fires and illegal logging, a situation if not checked would definitely affect the sustainability of agriculture in the District which is the backbone of the people.

On Agric. the DCE disclosed that, the assembly in collaboration with some NGOs nursed 1800.000 cashew seedlings in 2017 and 75,000 coffee seedlings in 2018 and were distributed freely to farmers in the area. According to him the assembly received inputs like two (2) tractors and its accessories, ten (10) Power Tillers and accessories, four (4) water pumps and accessories and twenty (20) motorized spraying machines to improve agriculture in the district in the coming years

On the Green House project in the district, Hon. Asare announced that the project had been completed and is in operation with thirty (30) students under training and will official be commissioned by the president of the republic of Ghana on October 9, 2019.

In his remarks, the Member of Parliament for the area Hon. Collins Ntim commended the staff and assembly members for contributing toward the development of the area and asked them to do more to ensure that the district reaches municipal status.

He said a lot of programmes has been rolled out to ensure that the lives of the people are improved hence the introduction of free Senior High school policy and the numerous interventions of government and promised to help the Senior High Schools in the district with the needed infrastructure development.
