Juaben MCE inaugurates referendum campaign committee

A seven-member referendum committee has been inaugurated at Juaben Municipal Assembly in the Ashanti Region to help sensitize the citizens to ensure government attain its vision of amending article 55 (3) of the 1992 constitution in the upcoming December 17 referendum.

The committee is chaired by the Municipal Chief Executive for Juaben Municipal Assembly, Kodjo Ansah-Sem.

Other members are the Municipal Coordinating Director, Mr. Bediako Brempong Asare, Mr. Daniel Akwasi Nuako, the Municipal Information Officer, Mr. Kodjo Adjormadoh, the Municipal officer (NCCE).

The rest are Mr Prince Owusu, Municipal Planning Officer, Mr. Harry Yaboah Deputy Coordinating Director and Mr. Dickson Boahene, Public Relations Officer Ghana Education Service (GES) Juaben.

The committee has agreed to a three-week intensive campaign strategy itinerary with effect from Wednesday, November 5, 2019 to drum home the message to achieve its required target.

In his inaugural address, Hon. Ansah-Sem said the government is committed to bring governance closer to the people and also provide the opportunity for them to elect their own leaders at their various Metropolitan, Municipal and District Levels.

He said Article 55 (3), which is an entrenched clause of the 1992 constitution prohibits District Level Elections to be organised by Electoral Commission on partisan basis.

The MCE further explained that, an entrenched clause, is protected by the constitution and cannot be amend; except the electorate approves so by the general vote of registered qualified voters unlike the Article 241 (1) which is not an entrenched clause.

As such, will be amended in parliament to enable the election of Metropolitan, Municipal and Districts Chief Executives (MMDCEs) on the basis of Universal Adult Suffrage.

This he said, both articles when amended will allow for candidates standing for District Level Elections to be sponsored by political parties.

He said, ‘’Per the constitutional requirements, we are expected to attain 40% turn-out and 75% of the total turn out must votes yes after the polls’’

He therefore, encouraged the two leading Departments ISD and NCCE to propagate the benefits that come with the amendment of these two articles in the 1992 constitution so as to accomplish this historical achievement for the unborn generation and also to deepen democracy as well.

The MCE disclosed that there be three elections on Tuesday 17th December 2019 to elects Assembly Members, Unit Committee Members and Yes votes for the Referendum, which has a symbol of yellow colour to amend article 55(3) of the 1992 constitution.
